Certificate in Healthcare Quality

Purpose:

To provide a six-week full-time extensive graduate training and education towards a certificate in health care quality.   This certificate program will be offered during the months of June/July each year in Oklahoma City.
 
Program Objectives:

To provide the participants with enhanced skills to initiate, develop, and sustain health care change.  The program provides the participants with advanced skills in organizational development, team building , problem solving techniques, and process improvement.
 
Methodology:

Participants will receive didactic training for approximately 4-5 weeks followed by approximately a week of practical experience in hospitals, health centers, state or county health departments and other health care organizations.
 
Intended Audience:

This program is for clinicians, managers, and other health professionals in both public and private organizations.  At least three years of professional health care experience and bachelors level degree are required for acceptance into the program.  International participants should have a working knowledge of English.
 
Deliverables:

This program will provide each participant with a “Certificate of Attendance” from the Department of Health Administration and Policy upon attending all lectures and presentations, completion of a practical project, and the participation on the Practicum.  For those participants interested in receiving the “Certificate in Healthcare Quality” (CHQ) then successful completion of a comprehensive examination is required.  The participants will receive a course transcript attesting to the type and number of contact hours completed at the Department and the healthcare organizations.
 
Administration:

The University will provide appropriate facilities for the didactic portion of the certificate program such as classrooms, visual aids, etc.  The University will also provide all necessary material for class sessions (handouts, books, supplies, computer access, and other incidentals).  All lectures, seminars and workshops will be delivered by qualified university professors, physicians and experienced healthcare professionals.

Program Outline and Requirements: 

This program consists of the following components:
 
1.  Didactic Training:  Will consist of various training modalities (lecture, experiential learning, exercises, videos, computers, etc.)  in the following major areas:

A. Overview of the U.S. Health Care System with comparative analysis of the international health systems.
  • Organization, Financing, and Delivery of Health Services.
  • Current Issues (Cost containment initiatives, access and referrals, managed care, and health systems integration.)
  • Comparative international health systems using case scenarios.
B. The concept of Healthcare Quality
  • What is quality?  What is QA, QI, and TQM?
  • Historical evolution of Quality in healthcare.
  • rinciples of healthcare quality
C. The Implementation of Healthcare Quality
  • Planning and Organizing fro Healthcare Quality (QM)
  • Quality Improvement Process (QI)
  • Quality Assurance in healthcare (QA)
  • Team-building, meetings and communication skills
  • Dissemination of health care quality
D. Quantitative Aspects of healthcare Quality
  • Data collection QI tools
  • Data analysis and management tools
  • Measurements and Monitoring for Quality
E. Cost and Quality
  • Total Quality Cost
  • Economics of Healthcare Quality
  • Studies in Healthcare Quality cost containment
F. Regulation, Accreditation and Licensure
  • Accreditation of healthcare organizations

2.  Practicum:   Participants will be visiting various healthcare organizations throughout Oklahoma.  They will receive orientations and may involve themselves in the activities of the quality improvement/ management areas of the organization including the following:
A.  Quality Committees and Teams
B.  Meetings with the QI/QM Coordinator
C.  Utilization Management and Case Management
D.  Credentialing and Peer Management
E.  Regulation and Accreditation
F.  Medical Records Review and Documentation
G.  Monitoring activities and QI studies
H.  Accreditation, certifications and Licensure reviews
3.  Practical Project:  Each participant will be asked to choose a practical project in health care quality that should be completed by the end of the program.  Examples of such projects are: policies and procedures manual for infection control, P&P for medical staff audits, a quality improvement study, and implementation of a QA/I plan, a workshop on quality awareness, etc.  Each project should be documented and presented both in writing and orally to the class during the last week of the program.

Program Fees include all lectures, seminars, course activities, library and computer access, as well as course-related local transportation.  Course materials include all books, handouts, articles, presentation material, and supplies.
 
Once accepted into the program, the participant should confirm his attendance by sending a non-refundable deposit of 10% ($580) by certified check, money order, credit card, or international bank transfer.  This deposit should be paid no later than two weeks before the start of the program.  Checks should be made payable to the University of Oklahoma Health Science Center.
 
 
STUDENT RESPONSIBILITY:

It is mandatory for all participants to acquire health insurance applicable in the United States before the start of their course.  The fee for health insurance quoted below in and estimate of the cost of such insurance.  Sponsoring agencies may provide such insurance.  The following are estimates for living expenses during the course period.  Room and board expenses (which could be arranged through this Department) vary according to the size of room/apartment and the type of food (cooking or dining-out).  Other expenses may include entertainment, local transportation, and other personal expenses.

* There is a minimum of 5 participants per class and a maximum of 15 per class.  The Director of the Program will have the option of canceling the program if the required minimum number of participants in not achieved.  In such a case, the participants will be notified of the cancellation at least 2 weeks before the start of the program.
 
The international participant of the training program is responsible for obtaining a visa to the United States, his/her own accommodations, living expenses, travel expenses to OUHSC, and health insurance.
 
At the end of the program, participants who successfully completed the program requirements will receive a certificate of completion.
